WATERWAYS COMMISSION MEETING
November 5, 2008

MEMBERS PRESENT: Howie Kreutzberg, Chairperson; John Murphy,Vice-Chairperson; Bill Schmid,; Geoff Gaughan; Steve Smith. ALSO PRESENT: Peter Toppan, Associate Member; Dick Eckhouse; Mary McLaughlin; Chris Roberts, Recreation Department Liaison; David Waldrip; Chuck Toohey.

1. Waterways Commission Chairman Howie Kreutzberg called the meeting to order at 7:20 P.M. in the annex meeting room of the Stellwagen Bank National Marine Sanctuaries offices on Edward Foster Road.

2. On a MOTION by Mr. Schmid, SECONDED by Mr. Smith, the agenda was accepted by unanimous vote (5-0).

3. On a MOTION by Mr. Smith, SECONDED by Mr. Murphy, the Minutes of the October 1, 2008 meetings was accepted as written by unanimous vote (5-0).

In the absence of Mr. Patterson, Mr. Kreutzberg tabled item 4, Harbormaster’s Report.

5. Old Business
A) Scituate Marine Park Update. Mr. Kreutzberg gave an overview of recent construction developments at the park and on the Maritime Center, including efforts to cut the pilings to the correct height. An RFP was put out for dredging and no one bid on it. Another RFP was put out and Mr. Kreutzberg feels that several firms will bid this time. He said it is crucial that the dredging is done and completed by February 1 for the project to go forward to keep to the original time frames. Vibracore testing is being done to determine whether pilings can be used in the Harbor. Pilings are preferred to ground tackle by the State departments so permitting should be possible. Mr. Waldrip asked about ice and freezing and how this would affect pilings. Mr. Kreutzberg said it would be good to get some professional opinions on this. He also suggested beginning to look at docking systems and said that marina buildout should be looked at in more depth at a separate WWC meeting. Sewer main is to be installed, water has to be provided. There was a discussion about how this might be done via the hydrant. South Shore VoTech departments are working or preparing to work on various aspects of the Maritime Center. Mr. Murphy said that the electrical service is sufficient for the Maritime Center and the docks but that the commercial building will need a separate supply. Flooring will be provided by Champion Flooring. Decking and rails are still outstanding. Mr. Toohey said that stainless steel cables are being considered for railings. Mr. Kreutzberg said that a pumpout area is being considered. A rack system/kayak storage area can be created under a portion of the building. Mr. Kreutzberg said the Scituate Rotary Club has contributed $1500 to the project and that contributions continue to come in. He said the park aspect with CPC funds still needs to be fleshed out, we may want to begin to focus on the next phases, no one in the Town is focused on it either. Mr. Kreutzberg said that he has spoken with Mr. Patterson regarding a general cleanup of the property, students doing community service could be found to help with this.
B) Harbor Management Plan- Geoff Gaughan. Mr. Gaughan said that Jason Burtner Coastal Zone Management (CZM) has provided good info, and Mr. Patterson has reserved the Library meeting room on November 17, 2008 at 7:00 PM for a public information meeting. He said that he has an Existing Conditions report and that he will add any public comments necessary to it after the November 17 meeting. They are putting together a Powerpoint presentation and a slide show. Mr. Kreutzberg encouraged WWC members to attend the meeting if possible. Mr. Gaughan said that there are bureaucratic hurdles to go through and that it is important that it is CZM-approved.

Mr. Kreutzberg said that we have still not heard about the Recreation and BIG grants.

C) No Discharge Zone- NSRWA - Mr. Kreutzberg said that he received an email from Samantha Woods of NSRWA that Friday November 7, 7-9 PM at the South Shore Nature Center in Norwell, the NSRWA is bestowing the Barbara Pearson Memorial Award on the Scituate and Marshfield Waterways commissions for supporting the NDZ. He encouraged members to attend.

6. New Business. Mr. Kreutzberg said the WWC has received plans from John Zarella, North River Marine, about dredging in the North River. He said he will distribute these plans to be reviewed at the December meeting.

The regular meeting was adjourned at 8:10 PM.

7. Executive Session- purchase/sale of real property.
The meeting went into Executive Session at 8:15 PM.
