TOWN OF SCITUATE MASSACHUSETTS WATERWAYS COMMISSION MEETING October 7, 2009 MEMBERS PRESENT: John Murphy, Chairperson; Howie Kreutzberg; Bob Schmid; Peter Toppan; Mark Patterson, Harbormaster. ALSO PRESENT: Fran McMillen, Bob McHugh, Associate Members; Brian and Scott Curreri, Scituate Boat Works; Jamie Noonan, Recreation Department liaison; David Glancy; Mary McLaughlin; Kieli Storm Dooley; Bob Mahoney; Scott Hamernick, Scituate Boatworks; Paul Allard, Harbor Mooring Service.
1. Chairperson John Murphy called the meeting to order at 7:15 PM in the NoAA annex on Edward Foster Road. 2. The minutes of the September 2009 minutes were approved as written by all present. 3. Harbormaster’s Report: Mr. Patterson reported on various matters dealt with by the Harbormaster’s office in the past month including boating accidents, some of which involved injuries. He also read from a memo from a new Fourth of July committee. 4) Old Business: A) Scituate Marine Park update 1) Scituate Boat Works: Mr. Curreri reported that there are no issues. He said that the upland area that will include part of the path appears to hold water although it does drain. He mentioned parking and that it is important for vehicles to stay away from the heavy machinery. There was a discussion about the best area to park when boat storage gets going. Signage for parking would be helpful. Mr. Curreri said that he would like to wait on the fence. He said he expects they will be close to capacity. 2) Boat Yard Leveling is done. Mr. Toppan reported that beach plum planting will begin shortly. Grass planting can begin shortly. Mr. Patterson suggested waiting until after the 15th, opening day, to proceed with phragmites eradication. Dune restoration will be held off for now. Mr. Kreutzberg asked about havng the SMP sign put back in. 3) Dock Configuration 2010: Pilings were discussed. Cost is to be determined. Mr. Patterson has begun putting together paperwork for additional grant money. Mr. Murphy said that the upland phase should get going, CPC funds are available. Mr. Kreutzberg said that the upland park is an important feature of the SMP and it will take some doing to have it done right. He suggested seeking professional advice and implementation, and putting out an RFP for this. Mr. Toppan said that CLE’s plans are important to keep in mind. Mr. Kreutzberg said that while some features are in these plans the nature of these features has not been delineated and development and implementation is needed. It was agreed that a subcommittee will draft an RFP, there are a number of questions.
B) Scituate Maritime Center. 1) Construction update: Mr. Kreutzberg said that smoke alarms will be in by the end of the week and that most of the trim is up and painted, systems are in. The boulder is in place in front of the building. Ms. Storm arranged for the banner to be done and it is on its way. This week there should be an article in the Mariner about the new building. He said that a photogrpaher from the Ledger is coming on Friday and that a bit of cleanup would be good beforehand. The building has been written up in Soundings magazine, and there has also been other publicity. 2) Opening Event: There was a discussion about parking for this event that is scheduled for 1:00 PM on Thursday October 15. Mr. Patterson said he has a list of people who have been invited. Mr. Kreutzberg said those involved from SouthShore VoTech have also been invited. Mr. Patterson mentioned that a permit is needed to serve food and Mr. Murphy said he would look into this. Mr. Murphy said that volunteers are needed to set up, for parking etc around noon that day. A tent will be needed if rain is forecast. Ms. McLaughlin said she would bring a ribbon. 3) Non-profit agenda. Mr. Kreutzberg said that this is well underway. C) Other Business. 1) BIG grant/Finance update. Mr. Patterson gave an update in the absence of Mr. Niland. He said that reimbursements are being sought, about a third of the money available has been received and spent, and about another third has been invoiced.
2) Fairway to SMP. Mr. McMillen and Mr. Allard reported on the subcommittee’s work. He said some moorings, maybe six to ten, will be moved to open up the fairway by next spring. Mr. Patterson showed a photograph of the area. He said that no one with one of these moorings will be without a space. 3) Town Pier RFP. This is for a structural evaluation, drainage, utilities, etc. Seven proposals were received. These have been narrowed down to three. The work will be done within three or four weeks from when the work is awarded. Recommendations and construction costs will be sought. The SAC has provided funding for the evaluation. 5) New Business. A) CPA/Financial Plan. This will be part of the process as the upland park plan is developed.
B) Harbor Walk: Mr. Patterson said that he is going before the Conservation Commission on October 21 with some ideas about this. C) Next meeting: November 4. 6) The meeting was adjourned by unanimous vote at 8:30 PM.
