ALSO PRESENT: Rick Agnew, Town Administrator, Joe DePaydt, observer

1. MEETING CALLED TO ORDER: Chairman Tony Vegnani called the meeting to order at 7:00 pm at The Little Red School House.

2. ACCEPTANCE OF AGENDA: On a MOTION by Mr. Vegnani, SECONDED by Mr. Cook, the agenda was accepted as written by unanimous vote (7-0).

Mr. Vegnani addressed committee, welcomed new members summarized agenda for evening’s meeting.

3. REVIEW PROCESS FOR UPCOMING BUDGET: Mr. Vegnani explained the process of the Advisory Committee and stated goal as the reconciliation of FY07 estimates to the actual figures. The actual budget has not yet been received but is several weeks within completion.

4. REVIEW OF FINANCIAL SUMMARY FROM TOWN ADMINISTRATOR: Mr. Agnew provided insight for new members into how the budget is determined as well as highlighted main points of the budget for the committee as a whole. Preliminary estimates for FY09 were touched upon. Mr. Vegnani provided substantive information to back-up figures provided by Mr. Agnew. Particular emphasis was placed on the ultimate breakdown of the budget between the Town of Scituate and the Scituate School Department. It was determined that information/questions for Mr. Agnew would be fielded through Mr. Vegnani.

5. OLD BUSINESS: none

6. NEW BUSINESS: Mr. Vegnani set deadline for material pertinent to the production of the Advisory Book as 4-weeks prior to the 3/29/08 Town Meeting. This will provide for 2-weeks prep time of material for the printer and 2-weeks for print production.

Mr. Cook outlined recommendations for the group based on last year. A verdict was reached that a master form built-in to the process was needed. Ideally the form would be received 48-hours prior to budget review and would educate the Committee and help set guidelines for what is to be approved. The master form would provide an historical perspective of past motions, financial forecasts, maps, timelines, grant applications, project mission, overtime and … all current and past relevant information pertaining to a project. Mr. DeLorenzo volunteered to draft the form before Committee’s next meeting. Logistics for the distribution and enforcement of form were discussed. Mr. Vegnani stated that it would be most effective for the Town Administrator to distribute form at onset of process. Mr. Vegnani informed group that he is working on producing a binder with Charter, bi-laws, financial forecasts, and the financial handbook as a resource for the Advisory Committee. Ms. Fenton explained to new members the importance of reading up on the charters, and the handbook and volunteered to get the Peter Frazier, a speaker on a borrowing meeting she attended last year in for the Committee.

Department Liaisons were assigned.

Meeting schedule is as follows: November 15/ November 29/ Followed by one meeting every Thursday at 7pm at the Scituate Town Library. No Meeting on December 28.

6. ADJOURNMENT: On a MOTION by Mr. Vegnani, SECONDED by Mr. DeLorenzo the meeting was adjourned at 9:00 pm.
