MEMBERS PRESENT: Dick Cook, Chair, Constantine Constantinides, Scott Roberts, Karen Connolly, Anthony Antoniello, Tony Villani

BOARD OF SELECTMEN PRESENT: Tony Vegnani

ALSO PRESENT: Bill Johnston, Vice-Chair, School Committee

1. MEETING CALLED TO ORDER: Mr. Cook called the meeting to order at 7:02 p.m. at Scituate Town Library.

2. ACCEPTANCE OF AGENDA: On a MOTION by Mr. Roberts, SECONDED by Mr. Villani, the agenda was accepted by unanimous vote (6-0).

3. ACCEPTANCE OF MINUTES: On a MOTION by Mr. Roberts, SECONDED by Mr. Villani, the minutes from 10.30.08 were accepted as amended by unanimous vote (6-0).

4. BOARD OF SELECTMENT MEETING – RECAP
• Mr. Cook provided a review of the joint meeting between the Selectmen and the Advisory Committee. Consensus was that there was support among the Selectmen for the points the Advisory Committee brought forward.
o Contingency Plan and Goals
o Master Plan
o Work together toward common set of numbers
• Mr. Tony Vegnani, Board of Selectmen reiterated Mr. Cook’s sentiments. It was agreed to try and work with Financial Forecast and the Town to keep numbers closely tied together.
• Mr. Bill Johnston, Vice-Chair, School Committee answered questions regarding to the School Budget Calendar and their process. Discussion took place regarding predictions for if there are cuts to local aid in the next fiscal year as Representative Garrett Bradley indicated there would be at the November 3, 2008 School Committee meeting.

5. ARTICLES
• Article 1 – The Advisory Committee decided to not vote on this article until potential alternatives were presented to than rather than taking from the Town’s Stabilization Fund. They will meet in 2-weeks time.
• Article 2 – This article has been withdrawn.
• Article 3 – This article was voted on by the Advisory Committee at their previous meeting.
• Article 4 – On a MOTION by Ms. Connolly, SECONDED by Mr. Roberts, the motion to oppose Article 4 as written was accepted by a vote (5-0). Mr. Anthony Antoniello recused himself from the vote.
6. ADVISORY COMMITTEE WRITE-UPS REVIEWED
• Booklet logistics discussed.
• Wording for the write-ups was reviewed.
• Advisory Committee agreed to keep Article 2 in their report even though it has been dismissed.
• The Committee agreed to challenge the assumption of using prior year’s revenue numbers to determine budgets.

7. OLD BUSINESS -
• Press – Advisory Committee discussed the coverage in the Scituate Mariner as part of an ongoing effort to reach out to the community.

8. NEW BUSINESS -
• Next meeting set for November 20, 2008.
• Mr. Roberts reviewed the liaisons and the schedule, as it currently exists. The liaisons are as follows:

9. ADJOURNMENT -

• On a MOTION by Ms. Connolly, SECONDED by Mr. Constantinides, the motion to adjourn the meeting at 8:36 pm was accepted by unanimous
vote (6-0).
