ADVISORY COMMITTEE March 5, 2009 Library 7 PMMembers Present: Dick Cook, Chair; Lisa Fenton, Vice-Chair; Anthony Antoniello, Scott Roberts, Karen Connolly, Maura Curran, Constantine Constantinides, Bob DeLorenzo Also Present: Mr. Rick Agnew, Town Administrator 1. MEETING CALLED TO ORDER: Mr. Cook called the meeting to order at 7:02 p.m. at the Scituate Town Library. 2. ACCEPTANCE OF AGENDA: On a MOTION by Mr. Constantinides, SECONDED by Mr. Antoniello, the agenda was approved by unanimous vote (7-0). 3. ACCEPTANCE OF MINUTES On a MOTION by Mr. Constantinides, SECONDED by Mr. Antoniello the minutes from 2.26.09 were approved as amended by unanimous vote (7-0). On a MOTION by Ms. Connolly, SECONDED by Mr. DeLorenzo the minutes from 2.12.09 were approved as amended by unanimous vote (7-0). 4. REMAINING CPC ARTICLES • John Bulman presented CPC Articles • Mr. Bulman reviewed CPC Articles already done. • Local Historical Survey of the Ellis Estate was voted to spend $5,000 to get on National Register Listing to enable them to go after grant money. • Town needs to decide what they want to do with the Ellis Estate. • Ms. Connolly speculated as to the value of spending $5,000 if the building is going to fall down. • Mr. Roberts supported that point of view. • Mr. Constantinides inquired about the leasing of property to the Art Association and was told that they are tenants-at-will • Ms. Fenton provided a case for the rich historical significance of the property. On a MOTION by Mr. Roberts, SECONDED by Mr. DeLorenzo to appropriate $5,000 toward a historical survey of the Ellis Estate was approved (6-1). Town Archives Preservation • $140,000 to address current challenge of caring for records. Phase III of IV. • Climate control is an issue, security for the records also needs to be improved. On a MOTION by Ms. Connolly, SECONDED by Ms. Fenton for Town Archives Preservation for $140,000 was approved by unanimous vote (7-0). AFFORDABLE HOUSING • The Board of Selectmen are holding off on this. • The 700,000 if put into trust is irrevocable. • On a MOTION by Ms. Fenton, SECONDED by Mr. Antoniello for $700,000 for affordable housing trust was approved by unanimous support (7-0). • $1.2 million estimated for next year • The breakdown as follows: o 10% go into community housing reserve o 10% historical resources o 10% open spaces reserve Maura Curran joined meeting at 7:50 pm. On a MOTION by Mr. Constantinides, SECONDED by Mr. Roberts three appropriations to the reserve fund were approved by unanimous support (8-0). On a MOTION by Mr. Roberts, SECONDED by Ms. Fenton, $60,000 for administration was approved by unanimous support (8-0.) 5. VOTE ARTICLES 17, 18 Mr. Agnew explained Article 17 for the easement to complete the bike path for $1. On a MOTION by Mr. Roberts, SECONDED by Ms. Curran Article 17 for the easement for $1 for the bike/pedestrian path was approved by unanimous support (8-0). On a MOTION by Mr. Roberts, SECONDED by Ms. Curran Article 18 for the easement from Scituate Housing Authority for the bike/pedestrian path on Kent Street was approved by unanimous support (8-0). 6. REVIEW STM Articles STM Article 1: On a MOTION by Mr. Roberts, SECONDED by Mr. Constantinides, STM Article 1 for $3,383.95 for Bill of Prior Years was approved by unanimous support (8-0). STM Article 2: Transfers Transfer from Water • Golf Enterprise $23,000 for Aerator which is needed for Course Greens and Fairways. Transfer from Retained Earnings: • Sewer Enterprise for o Electricity is short for $110,000 o Rentals $15,000 • Water Enterprise o Chemicals $152,000 o Electricity $76,000 o Tech Services $79,000 o Supplies $47,000 Transfer from Old Articles • Snow and Ice $200,000 • Street lights $30,000 • Veterans Subsistence $7,000 (State reimburses 75%) • Contrib. Group Ins. $33,000 from Old Articles and Overlay Surplus From Overlay Surplus • Unemployment $72,000 On a MOTION by Ms. Fenton, SECONDED by Ms. Connolly to move transfers as written was approved by unanimous support (8-0.) STM Article 3. Accept gift of land off Bates Lane On a MOTION by Mr. Roberts, SECONDED by Ms. Fenton to authorize the Board of Selectmen to acquire a parcel of land approximately .92 acres off Bates Lane was approved by unanimous vote (8-0). STM Article 4. On a MOTION by Mr. DeLorenzo, SECONDED by Ms. Fenton to authorize OCW easement for the streetscapes project was approved by unanimous vote (8-0). STM Article 5. While the wording for wind turbine land lease article is being written, the Committee agreed to wait on a vote of Article 5. Mr. Cook credited Mr. Agnew for good work and leaving town in good standing. 7. MARK MASON LETTER OF RECOMMENDATION On a MOTION by Ms. Curran, SECONDED by Ms. Connolly, the Mark Mason letter of recommendation was approved as amended by unanimous vote (8-0). 8. OLD BUSINESS – None. 9. NEW BUSINESS Next Week’s Agenda -draft of book -look at budget for vote on final number 10. ADJOURNMENT On a MOTION by Mr. Constantinides, SECONDED by Ms. Connolly, the Meeting was adjourned at 9:15 pm by unanimous vote (8-0). Respectfully submitted by Heather Dwyer
