October 8, 2009

In attendance: Constantine Constantinides, Mark Sandham, Kevin Dolan, Anthony Antoniello, Bob DiLorenzo, Maura Curran, Lisa Fenton, Scott Roberts

Meeting Called to Order at 7:00 PM

Motion to Accept Agenda, made by Scott Roberts , Seconded by Maura Curran. Approved 8-0

Patricia Vinchesi was in attendance to present the Special Town Meeting Warrant and Articles to be approved by the Advisory Committee for the Special Town Meeting being held on November 2, 2009.

Article I
A vote is needed to see if the town will amend the final amount of the Fiscal Year 2010 as approved at town meeting in Spring of 2009. Adjustments are needed due to short falls in State Aid, local revenue, new growth expectations are not trending as projected. Final Budget Amount requested $52, 627, 819.00 pending further discovery between now and the Special Town meeting.

Motion to approve as presented made by Scott Roberts, Seconded by Lisa Fenton. Approved 8-0

Article 2
Discussion related to reduction in Waterways Enterprise Fund. Request presented to adjust the final budget amount approved at Annual Town Meeting from $959,323.00 to $870,329.00.
Motion made to approve by Constantine Constantinides, Seconded by Scott Roberts Approved 8-0

Article 3
Discussion related to adjusting the Transfer Station Enterprise Fund Budget as approved at the 2009 Annual Town meeting. Due to revised estimated revenue and expenses for the Fiscal Year 2010 the budget is being amended from $1,071,642.00 to $1047,607.00
Motion made to approve by Maura Curran, Seconded by Lisa Fenton. Approved 8-0

Article 4
Discussion related to an increase needed for the funds being borrowed for the Rosa’s Lane Sewer extension project. Authorization to borrow needs to be increased by $175,000.00 due to projected cost increases.
Motion made to approve by Scott Roberts, Seconded by Lisa Fenton. Approved 8-0

Article 5
Discussion related to approve action by Tax Collector to charge a $15.00 fee for every demand issued according to MGL 60, Sec 16.
Motion to approve by Scott Roberts, Seconded by Constantine Constantinides Approved 8-0

Article 6
MGL 30B, Sec 12 authorizes chief procurement officer to award contracts on behalf of the town.
Motion to approve made by Lisa Fenton, Seconded by Maura Curran. Approved 8-0

Motion to Adjourn made by Scott Roberts, Seconded by Constantine Constantinides. Approved 8-0
