ADVISORY COMMITTEE MEETING
THURSDAY, JANUARY 20, 2011

MEMBERS PRESENT: Bob DeLorenzo, Chairperson; Mark Sandham, Vice Chairperson; Maura Curran; Anthony Antoniello; Frank Judge; Kevin Dolan; Lincoln Heineman.

1. 7:00 PM/ MEETING CALLED TO ORDER. Chairperson Bob DeLorenzo called the meeting to order at 7 PM in the Scituate Town Library.

2. ACCEPTANCE OF AGENDA. The agenda was unanimously accepted 6-0.

3. APPROVE MINUTES. Tabled

4. FY2012 BUDGET REVIEW AND VOTE
• 400 DPW Al Bangert, Director gave an overview. Ms. Curran asked about road repair, Mr. Bangert said that no major roadwork has been undertakne for several years except for filling potholes. He said that they concentrate on caring for heavily travelled roads rather than residential roads. Mr. Dolan made a MOTION to move the budget of $2,278,894 as presented, Mr. Judge SECONDED the motion, six voted in favor and there was one abstention (Mr. Antoniello) 6-0-1.

• 423 Snow and Ice. This budget can be deficit spent as long as you have budgeted the same amount as the previous fiscal year. Mr. Antoniello mentioned concern regarding the need to remove snow on private ways. Ms. Curran made a MOTION to move the budget of $486,476 as presented, Mr. Sandham SECONDED the motion, six voted in favor and there was one abstention (Mr. Antoniello) 6-0-1.

• 424 Street Lights. There was a brief discussion about this budget. Mr. Sandham made a MOTION to move the budget of $209,000 as presented, Mr. Heineman SECONDED the motion, all voted in favor and the motion passed unanimously.

• Transfer Station. There was a discussion about management of the landfill. Mr. Sandham made a MOTION to move the budget of $1,327,314 as presented, Ms. Curran SECONDED the motion, all voted in favor and the motion passed unanimously.

• 440 Sewer Enterprise. Bob Rowland presented the budget. He reviewed I & I. The sewer rate will go up 10% following approval by the Selectmen. Mr. Dolan made a MOTION to move the budget of $3,293,147 as presented, Mr. Judge SECONDED the motion, all voted in favor and the motion passed unanimously.
• 65 Water Enterprise. Heather Santuosso presented the budget along with Al Bangert. Mr. DeLorenzo requested some clarification on electricity but said that the Committee would vote on the budget in principle pending the above clarification. Mr. Dolan made a MOTION to move the budget of $ 2,885,277 as presented, Mr. Judge SECONDED the motion, all voted in favor and the motion passed unanimously.

• 295 Shellfish Mr. Dolan made a MOTION to move the budget of $ 11,284 as presented, Mr. Sandham SECONDED the motion, all voted in favor and the motion passed unanimously.

• 298 Waterways Enterprise. Harbormaster Mark Patterson presented the budget. He said they reduced their operating budget by about $20,000, fees have not been raised in the Harbor for about 7 years and this may be looked at in the near future. Additional training for some personnel to gain some police powers in conjunction with new expanded uses of the Harbor by transient boaters. Mr. Patterson spoke about the possibility of a boardwalk over the end of Edward Foster Road to the Marine Park and said that a citizen has offered to conduct a feasibility study gratis. Ms. Curran made a MOTION to move the budget of $ 1,123,270 as presented, Mr. Judge SECONDED the motion, all voted in favor and the motion passed unanimously.

5. OTHER BUSINESS

Mr. DeLorenzo suggested that preparing these writeups ahead of time and ensuring the format is exactly the same is important.
• Capital Planning and CPC: Ms. Curran will also work on this
• Schools: Mr. DeLorenzo, Mr. Dolan

6. ADJOURN. By unanimous vote the meeting was adjourned at 9:45 PM.
