Scituate Housing Authority Minutes, June 13, 2006 THE SCITUATE HOUSING AUTHORITY’S REGULAR MONTHLY MEETING WAS HELD ON TUESDAY, JUNE 13, 2006 AT 4:30 PM AT 791 COUNTRY WAY IN SCITUATE, MA 02066 MINUTES OF MEETING: Call to Order Present: Also Present: 06-37: VOTE to accept the minutes of the Regular Meeting of May 9, 2006. In Favor: 3 06-38: VOTE to accept the minutes of the Special Meeting of June 1, 2006. In Favor: 3 06-39: VOTE to accept the minutes of the Special Meeting of June 5, 2006, as amended. In Favor: 2 06-40: VOTE to acknowledge receipt of the April 2006 Budget and Tenant Account Receivable Reports from Richard Conlon, CPA. In Favor: 3 06-41: VOTE to acknowledge receipt of the Director’s Report dated June 10, 2006. In Favor: 3
None Reports of Committees: Old Business: 06-42: VOTE to direct the ED to identify and contact an attorney with specialized skills in the area of Eminent Domain, to explain the circumstances of the Scituate Housing Authority, and return his recommendation to the Board of Directors. In Favor: 3 SHA Affordable Housing Initiative. The Board agreed to meet on Tuesday, June 27 at 4:30 PM to discuss the ideas and concerns expressed in the Open Meeting of June 5, and, considering that and other factors, to plan the future of the project. Restricting More Pets at Central Park. CFR24 Subpart C prevents public housing authorities from prohibiting or preventing any elderly housing tenant form owning common household pets or having such pets in the person’s HUD supported dwelling unit. Therefore, the Board cannot accommodate the request of a group of Central Park tenants to prohibit any more dogs from moving into that development. 06-43: VOTE to approve the following wage rates for the maintenance staff effective April 1, 2006: Maintenance Person $19.81 per hour and Maintenance Supervisor $21.73. The Maintenance Person rate being equal to the Prevailing Wage Rate as revised by the Mass. Division of Occupational Safety; the Supervisor’s rate being higher than the $20.24 revised Prevailing Wage Rate for that position, but proposed in this motion to avoid a wage decrease. Edward McCann noted that the recent years pay increases for the Supervisor exceeded those provided to similar employees of the Town of Scituate, and the difference in employee benefits is greater than the 20% allowance provided in the Prevailing Wage calculation. Tim Cook, the Maintenance Supervisor, stated that the Housing Authority’s excellent maintenance team should be appropriately rewarded with wage increases. Patricia Butler moved the vote. Mary Dean seconded it. In Favor: 3 New Business: 06-44: VOTE to approve the Certificate of Final Completion of Project No. 264016, Roof Replacement at Lincoln Park, and, subsequent to approval by the Mass. DHCD Director of Construction Management, remit final payment of $5,329. In Favor: 3 06-45: VOTE to approve an Agreement with South Shore Elder Services, Inc. allowing it to use the Wheeler Park 1 Community Room Mondays through Fridays between the hours of 9:00 AM and 1:00 PM for their Scituate Meals on Wheels Program. The Agreement to be effective July 1, 2006, and to remain in effect until such time as either party wishes to re-negotiate the terms of the agreement. Patricia Butler disapproved on the basis that the vehicular traffic would be too invasive for the residents. Edward McCann argued that the kitchen facilities were inappropriate and inadequate for this commercial type operation. Edward McCann moved the vote. Patricia Butler seconded it. Mary Dean abstained as she is an employee of the Town of Scituate Council on Aging, where the program’s operations are currently located. In Favor: 0 04-46: VOTE to authorize the Executive Director to sign an agreement with Campbell Construction Co. of Beverly to repoint and repair the masonry of the Central Park building. Campbell Construction Co. ‘s base bid price of $16,500 being the lowest of three bids received in a formal bidding process. Mary Dean made the motion. Edward McCann seconded it. Discussion of an Outdoor Grills Policy. The benefits and costs associated with tenants using outdoor grills were discussed. The Board directed the ED to obtain an opinion, ruling or regulation from the Scituate Fire Department. The Meeting adjourned at 6:06 PM.
