A SCITUATE HOUSING AUTHORITY REGULAR MEETING WAS HELD ON WEDNESDAY, MARCH 11, 2009 AT 4:30 PM AT 791 COUNTRY WAY IN SCITUATE, MA.Call to Order: 4:30 PM Present: Mary Dean, Chairperson Patricia Butler Michael Collins George Trafton Absent: Also Present: Kathy DeMarsh, Executive Director and Secretary to the Board Maryanne Lewis, Prospective Board Member Bills and Communications On a motion by George Trafton, seconded by Michael Collins, it was unanimously Voted: To acknowledge receipt of the Director’s Report of March 11, 2009 Ayes: 4 Nays: 0 Abstained: 0 On a motion by Michael Collins, seconded by George Trafton, it was unanimously Voted: To acknowledge receipt of the Reconciliation Report for February 2009 Ayes: 4 Nays: 0 Abstained: 0 On a motion by George Trafton, seconded by Patricia Butler, it was unanimously Voted: To acknowledge receipt of the Monthly Financial Reports for January (Cost Comparatives, Schedule of Non Routine Expenditures) Ayes: 4 Nays: 0 Abstained: 0 On a motion by Patricia Butler, seconded by George Trafton, it was unanimously Voted: To accept the Meeting Minutes for February 24, 2009 as written and amended Ayes: 4 Nays: 0 Abstained: 0 New Business On a motion by Patricia Butler, seconded by Michael Collins, it was unanimously Voted: To accept the revised MRVP Income Limits for Determination of Eligibility and Continued Occupancy Ayes: 4 Nays: 0 Abstained: 0 The Board was informed by the Executive Director that the Office of Capital Improvements had notified Scituate Housing Authority that pursuant to the American Recovery and Reinvestment Act of 2009, HUD had awarded an additional $70, 255 in a Capital Fund formula grant. Based upon a Physical Needs Assessment of Central Park the Director advised that upon conferring with Maintenance Supervisor, Scott Mitchell and Consultant, Rick Mahoney, the award would be best allocated for the replacement of boilers. As stated in the Director’s Report (March 11, 2009) the existing boilers are over 25 years old, working at 78% efficiency. New boilers would produce a 97% efficiency rate and allow for huge savings in energy costs. The Director advised the Board that the estimated cost to replace the boilers would be approximately $90,000. On a motion by George Trafton, seconded by Michael Collins, it was Voted: To accept the Grant and approve the Capital Fund Annual Statement for the ARRA (American Recovery and Reinvestment Act) in the amount of $70,255., to be obligated for Boiler Replacement at Central Park and to designate the Executive Director to sign on behalf of the Scituate Housing Authority Ayes: 3 Nays: 0 Abstained: 1 Old Business The Director presented to the Board a summary of references from Centerpoint’s list of related experience contained in the proposal. Beginning with Fitchburg Housing Authority’s Executive Director, Bob Hill it was discovered that Centerpoint had been terminated from the job. (See summary for details) The summary also included Leslie Bos of DHCD and Paul McPartland of DHCD. After discussion, the Board decided to table progression on the Feasibility study with Centerpoint pending further investigation of references for all three companies (LDS and Perkins Eastman) that had submitted proposals. On a motion by Michael Collins, seconded by Patricia Butler, it was unanimously Voted: To adjourn the meeting, the time being 6:00PM Kathy J. DeMarsh, Secretary
