Also Present: Kathy DeMarsh, Executive Director and Secretary to the Board; Stephen Gardiner, CenterPoint Foundation; Sharon Ford and Vicki Greco of Family Service Association; David Kirk and Brett Pelletier of Kirk and Co.

The purpose of the Special Meeting was to receive a presentation by the representatives of the Family Service Association and Kirk and Company indicating the findings of the Affordable Assisted Living Feasibility Study Report.

Sharon Ford, of Family Service Association provided a power point presentation summarizing the results of the Needs Assessment Survey. (A copy of which had been presented to Board Members on August 25, 2009 for their review).

Vicki Greco, of Family Service Association spoke of her team of professionals and how they accomplished the assessment.

The goal for the Needs Assessment was to evaluate the current Housing Authority population’s need for affordable assisted living services.

Family Service Association referenced three phases of assessment were used:
I. Notification
II. Informed Consent
III. Survey Tools-Needs Assessment based on:
a. Minimum Data Set-Home Care (MDS-HC)
National Benchmarks-functionality over long period of time
b. Client Assessment Protocols (CAPS)

David Kirk presented his findings of the Market Analysis performed by his company.
This Analysis was based on three categories:
I. Marketability
II. Feasibility
III. Sustainability

Results indicate that the site for the proposed project support a favorable market position.

On a motion by Mary Dean, seconded by Michael Collins, it was unanimously
