Chairwoman, Mary Dean expressed that the Board had requested this meeting with Paul Lemieux to further understand the process of development of affordable assisted living units before moving ahead with completion of Phase II of the study. Phase I had been performed by CenterPoint Foundation.

It was explained that Scituate Housing Authority’s current HUD program, Central Park, is a development of 51 units of low income housing for the elderly/disabled. The Board’s intention is to convert it into an affordable assisted living facility.

Mr. Lemieux offered his expertise on the subject of converting units to assisted living. He stated that he felt confident of his ability to help Scituate Housing Authority achieve this project. Paul advised the Board of the HUD program (ALCP) Assisted Living Conversion Program for Eligible Multifamily Housing Projects and provided information on this program. He believed that Scituate Housing Authority-Central Park would meet the criteria for this funding.
He advised members that there is money available if we meet the criteria for eligible applicants.

Mr. Lemieux was surprised that Stephen Gardiner of CenterPoint offered (LIHTC) Low Income Housing Tax Credits as part of his funding strategy as these are unavailable at this time and will not be available in the near future.

Paul suggested other possibilities of funding such as Rural Housing through the Department of Agriculture-low interest loans. Also, proposing to partner with the Town of Scituate to add the senior center for the town to the back of the Assisted Living Facility, to enable Scituate Housing Authority access to funds the town currently has to build the senior center ($1.9million). Also mentioned were: HOME Funds, HAS and HIF.

Mr. Lemieux mentioned that he would need to know from Scituate Housing Authority the following items:

Was Central Park developed under a non-profit?
Is there a (PRAC) No.-Project Rental Assistance Contract No.?(should begin with 023EH________)
Would there be any zoning restriction on height?

Paul offered to inquire about the following:
Confirm whether we could expand the present footprint
Addition of a kitchen
Funding

On a motion by Michael Collins, seconded by George Trafton, it was unanimously
Voted: To approve Change Order No. 1 for the Boiler Room Upgrade Contract at Central Park with Industrial Burners Systems Inc. in the amount of $1,589.00 to provide:
*Secondary low-water cut-offs per MA Code
*Dedicated combustion air duct to existing emergency generator.

On a motion by Maryanne Lewis, seconded by George Trafton, it was unanimously
