A SCITUATE HOUSING AUTHORITY REGULAR MEETING WAS HELD ON
TUESDAY, NOVEMBER 9, 2010 AT 5:30 PM AT WHEELER PARK DRIVE IN SCITUATE, MA.


Call to Order: 6:22 PM

Present: Patricia Butler
Maryanne Lewis
John Zigouras

Absent: Mary Dean

Also Present: Rob Garrett, Maintenance Supervisor

On a motion by John Zigouras, seconded by Maryanne Lewis, it was unanimously
Voted: To accept the October 27, 2010 Special Meeting Minutes as written
Ayes: 3 Nays: 0 Abstained: 0

On a motion by Patricia Butler, seconded by Maryanne Lewis, it was unanimously
Voted: To acknowledge receipt of the Maintenance Report of November 9, 2010 presented by Rob Garrett, Maintenance Supervisor
Ayes: 3 Nays: 0 Abstained: 0

Receipt of the Reconciliation Reports for September 2010 was tabled to the next meeting
Receipt of the Monthly Financial Reports for September 2010 was tabled to the next meeting

On a motion by Maryanne Lewis, seconded by John Zigouras, it was unanimously
Voted: To acknowledge receipt of the Director’s Report of November 9, 2010

On a motion by John Zigouras, seconded by Maryanne Lewis, it was unanimously
Voted: To award the Contract for installation of the Automatic Door Operating System at each of the Community Rooms to Bay State Contracting in the amount of $15,623.00

Old Business
CenterPoint-Central Park Assisted Living: Chairperson, Patricia Butler briefly summarized what occurred at the Special Meeting on October 27, 2010 with Stephen Gardiner and advised that we were waiting for an update to floor plan modifications and proposed financing to move forward.

Resident Newsletter: In review, it is the intention of Kathy DeMarsh, Executive Director to reinstate the newsletter in the near future as it would be an excellent tool for communicating various news items to tenants.

Window Boxes: Further discussion took place, with the suggestion by Maintenance Supervisor, Rob Garrett that he design some type of landscape plan with input from tenants. Rob mentioned sending out a notice to residents, scheduling a meeting in March, to see if there was any interest in forming a tenant garden committee or club. If so, members would be responsible to oversee the plantings, insuring some consistency throughout the park. Rob also recommended that we replace the wooden window boxes with free standing, concrete planters. He offered to contact Scituate Concrete to inquire about having the planters donated to Scituate Housing Authority. Board members were very receptive.

New Business

Policies
Chairperson, Patricia Butler advised the Board that she had requested a copy of all existing Policies of Scituate Housing Authority for review and update if necessary.

CPC
St. Frances Cabrini- Chairperson, Patricia Butler suggested a letter be sent to the Archdiocese of Boston to inquire if they would be interested in giving the rectory at St. Frances Cabrini to the Scituate Housing Authority for the purpose of creating an affordable housing unit.
Pending a response from the Archdiocese, Scituate Housing Authority will inquire with the CPC as to the possibility of obtaining funding for the purpose of renovating the rectory for use as affordable housing, in perpetuity.


Chairperson, Patricia Butler expressed her concern for the Executive Director, who had been out on sick leave, caring for her brother in California. Ms. Butler wanted to insure that the Director would not have to worry about sick time running out. After a brief discussion the Board made the following decision.

On a motion by Maryanne Lewis, seconded by John Zigouras, it was unanimously
Voted: To set up a sick time bank for the purpose of forwarding sick time as needed to the Executive Director, Kathy DeMarsh, until she returns to work.
Upon return to work, sick time earned, would be credited back to the sick time bank until such time as it is paid back.


On a motion by Maryanne Lewis, seconded by John Zigouras, it was unanimously
Voted: To adjourn the meeting, the time being 6:52 PM.
