Board of Health, January 10, 2011 TOWN OF SCITUATE MASSACHUSETTS Scituate Board of Health PRESENT: Chairman, Russell Clark and member Michael Vazza. Director Jennifer L. Sullivan and Secretary, Pam Mullin. The Scituate Board of Health held a public hearing on January 10, 2011 at the Scituate Town Hall located at 600 Chief Justice Cushing Highway. The meeting was called to order at 7:00 p.m. Motion by Michael Vazza to accept Agenda, seconded by Clark, all in favor, unanimous. The first agenda item was read into record: Finding 244-246 Central Avenue in Humarock unfit for human habitation, and condemn and order to vacate and secure premises. This order is a result of the blizzard of December 26th and December 27th, 2010. Present was: Mr. Bradford Warren, Jr. There were no abutters present. The elevated septic system located at this address has a broken pipe from the tank to the ground. Homeowner must vacate and secure premises until such time as corrective action takes place. Several options are being considered. Motion by Michael Vazza stating that 244-246 Central Avenue, Humarock, MA is unfit for human habitation and further to condemn, order to vacate and secure premises until such time as corrective action is taken, seconded by Clark, all in favor, unanimous. Storm Update Director Sullivan faced criticism from the Town Administrator regarding her lack of attendance and leadership during and after the December 26th, 2010 blizzard. Director maintains that she followed all the necessary steps before, during and after the storm. The Town Administrator will follow up with Director when storm attention abates. Michael Vazza wishes to postpone and discuss with all members the procedure(s) to follow in the Director’s role before, during and after a storm related occurrence. Specifics to this responsibility will be discussed in detail at an upcoming meeting. Twenty-Nine homes in Humarock will require a December 26, 2010 Blizzard Post Storm Title 5 Inspection, three other properties are questionable. Surfside Road appears ok while one property on Glades Road has a fabric filter exposed. Overtime monies are gone for our Secretary, Pam Mullin for FY10 – FY11. FY12 budget for overtime has been eliminated. Town Administrator recommending comp time or adjustment in hours to be worked the day of any meeting the Board has scheduled. Tosca union notified. Awaiting Town Administrator’s finding. Motion by Michael Vazza to adjourn meeting at 8:15 p.m., seconded, all in favor unanimous. Respectfully submitted, Pam Mullin
