Board of Health, October 24, 2011 TOWN OF SCITUATE MASSACHUSETTS Board of Health PRESENT: Chairman, Russell Clark, and members Frank Lynch and Michael Vazza. Director Jennifer Sullivan and Secretary Pam Mullin. The Scituate Board of Health held a meeting on Monday, October 24, 2011 at the Scituate Town Hall located at 600 CJC Highway. The meeting was called to order at 7:00 p.m. Motion by Frank Lynch to approve the Agenda and the amended Meeting Minutes of September 26, 2011, seconded and approved unanimously. 7:00 p.m. Draft Review of F.O.G. Rules and Regulations (continued) The members agreed that the economy and the timely design review process have extended the timeframe for this regulation compliance. Initially the largest seating capacity restaurants were to be completed after one year, lesser two, and so forth. After careful consideration the board decided to extend timeframe by one year for all establishments. Other factors to be considered, the Conservation Commission impact? High water table in the Harbor? Yearly maintenance contract? Owner vs. Lessee? These are a few preliminary topics for discussion at a public hearing tentatively scheduled for November 30, 2011 at the Scituate Community Center. Draft Review Sewer Rules and Regulations Initial document forwarded for review to Town Administrator, DPW, and Sewer Dept. No comments have been received as of this writing. Ms. Sullivan will speak with Director Al Bangert and report back to board. Flu Vaccine Discussion The State has recanted the previous restrictions limiting it to only uninsured individuals. The vaccine will be available at our upcoming clinic in November. After Action Report Discussion The Director has reviewed this document with Chief Judge and assures the members that preparedness for another incident is critical. Regional shelter? Some discussion amongst other communities has surfaced, but as yet no decision has been made. The Director is planning a shelter drill at the High School on February 25, 2012 with the Boards of Health from Region 4b. Directors Update Meeting with the Council on Aging Director to explore opportunities to integrate emergency preparedness into the housing complexes and residents. Meeting with CERT volunteers about a shelter exercise and to propose use of the teams to visit the senior housing complexes during power outages to check on the residents. Writing to local MRC participants with any updates to their emergency kits. Participating in the “Map Your Neighborhood” beach community emergency plan. Focus is on individuals in the neighborhood with any special skills, i.e., medical, carpentry, etc. Participating in newly formed SANDS group for emergency preparedness and recovery. Asked to participate in the School Safety and Security Committee through the schools. Budgets Goals Create town meeting article for revolving account for tobacco compliance checks. Collaborative participation with Chief Brian Stewart regarding hoarding cases. Motion by Frank Lynch to adjourn meeting at 8:30 p.m., seconded and voted unanimously.
