MINUTES NOVEMBER 13, 2006

Members Present: Mr. Fenton, Mr. Walter, Mr. Limbacher, Mr. Fagan

Others Present: Ms. Harbottle, Town Planner; Mrs. L. Fenton, Advisory Committee

Note: This meeting was held in the Scituate High School Gymnasium prior to the Special Town Meeting.

The Chairman called the meeting to order at 6:30 P.M. There was a brief discussion on some of the Articles on the Warrant for the Special Town Meeting .

Old Business, New Business, Correspondence

ARTICLE 13 OFF STREET PARKING: Mr. Limbacher pointed out that the Planning Board Report was typed incorrectly and the word NOT was inserted so that the Report would indicate that the Board had voted to not support the article.

ARTICLE 6 REVIEW OF ZBA APPLICATIONS BY DESIGN REVIEW COMMITTEE: Mrs. Lisa Fenton, Advisory Committee, spoke to the Board about what should be the final language of this Article. MOTION: Mr. Walter Moved that the Planning Board vote to accept the language of Article 6 as amended by the Advisory Committee. Motion Seconded by Mr. Fagan and the vote was a unanimous vote in favor of the Motion by the four members present.

ARTICLE 11 HISTORIC AND TRADITIONAL ARCHITECTURE: Ms. Harbottle said that new language was submitted on this date. Copies of this language were given to the members. The Board had previously voted to recommend that Article 11 not be adopted. The earlier vote is listed in the Planning Board’s Report to the Special Town Meeting . See file.

MOTION: Mr. Limbacher Moved that the Planning Board vote to not support the language in this article. Mr. Fagan Seconded the Motion and the vote was a unanimous vote in favor of the Motion by the four members present.

PLANNING BOARD REPORTS: The following is a list of the articles and the name of the member who will read the Motion and/or the Planning Board Report:

General Bylaw

Article 15 Mr. Fenton will state the Planning Board’s position even though

it is not required because it is not a zoning article. The Planning Board supports the Historical Commission Article.

CVS BUILDING: Ms. Harbottle reported that Mr. Duggan, Building Commissioner, had rejected the CVS signs and he told Ms. Harbottle that he would also address the problem with the paper signs in the windows. There has been no response from CVS.

MOTION TO ADJOURN: Mr. Limbacher Moved that the Planning Board vote to adjourn this meeting when the Special Town Meeting adjourns.
