TRAFFIC RULES AND REGULATIONS COMMITTEE
MAY 5, 2008

MEMBERS PRESENT: Dorothy Cook, Chairperson; Arthur Wood; Paul Scott; Tom Nash. ALSO PRESENT: Lorraine and Ed Covell, 45 Gilson Road

1. MEETING CALLED TO ORDER. Chairperson Dorothy Cook called the meeting to order at 7:04 P.M. in the copy/coffee room of the Town Hall.

Ms. Cook suggested taking the agenda out of order to accommodate Mr. and Mrs. Covell, and everyone present was amenable to this.

3. REVIEW OF CORRESPONDENCE. Ms. Cook circulated a letter from Lorraine Covell dated April 6, 2008 regarding speeding on Gilson Road. She requested stop signs or speed bumps. Mr. Scott responded that stop signs cannot be used to control speeding. Mr. Wood said that a new officer is currently being trained, and the Traffic Enforcement Officer position should be filled within 4-6 weeks. The electronic radar sign will be replaced shortly. Mr. Scott suggested working with the Third Cliff neighborhood association to address this problem which is regarding speeding by a resident in the area. Mr. Nash brought a photograph of a sign “Intensive Speed Enforcement Zone Go Slow”, Mr. Scott said that such a sign might be used in a school or business area but that enforcement would be an issue. Rick Murray, Board of Selectmen stopped at the meeting and said that signage is an issue on Third Cliff. Mr. Wood said that speeding is an issue in many parts of Town. Mr. Scott suggested requesting a directed patrol during the worst times, which the Covells said is 5:30-7:30 AM. Mr. Scott asked if there is a white line edge of pavement (there are no sidewalks in the area), and the Covells said that there is not; Mr. Scott said he would look into this.

2. ACCEPTANCE OF MINUTES. This item was tabled.

4. NEW PLANS SUBMITTED FOR REVIEW.
i. Flood Plain Special Permit/114 & 118 Edward Foster Road. Mr. Scott said that this is not a Traffic Rules issue. It was agreed to send a memo to the Planning Board reminding them that Edward Foster Road is in the Waterfront Zone and therefore no onstreet parking is allowed 12 months/year.

5. OLD BUSINESS. i. Speeding on Gilson Road. This item was addressed under agenda item 3. ii. 6 Old Country Way. In August 2007 the TRRC reviewed plans and sent a memo to the Planning Board recommending a traffic analysis be done, but Mr. Scott says that an analysis was not done. Mr. Scott asked that this be put on the June agenda.

6. NEW BUSINESS. i. Annual Appointment Process. Mr. Scott said that he will consider reappointment if and when a Traffic Enforcement Officer is appointed.

In other new business, Mr. Wood brought up the Beautification Committee writeup in the Town of Scituate Annual Report and cited a passage that he felt required comment from the TRRC. It was agreed to send the following memo to the Beautification Committee:
Please be advised that the height regulations of plantings is a Town Bylaw and not set by the TRRC. Thank you for our continued cooperation in adhering to this regulation. Barbara Sullivan Chairperson. Relevant pages from the Town Bylaws will be attached.

7. ADJOURNMENT. The next meeting is scheduled for Tuesday, June 3, 2008. On a MOTION by Mr. Wood, SECONDED by Mr. Scott, the meeting was adjourned at 7:50 P.M.
