TRAFFIC RULES AND REGULATIONS COMMITTEE
Tuesday, September 14, 2010

MEMBERS PRESENT: Dorothy Cook, Chairperson; Al Elliott; Kevin Cafferty; Mark Thompson.

1. Call to Order. Chairperson Dorothy Cook called the meeting to order at 7:15 PM at the copy/coffee room at Town Hall.

2. Acceptance of August Minutes . Tabled.

3. Plans Submitted for Review.

4. Old Business
A. 77 Elm Street (Tilden Woods) Preliminary Subdivision/site visit. Paul Sheerin and Mark Winchester presented Preliminary Subdivision plans which they said are approved by the Planning Board. They presented revised plans under Flexible Open Space that they will be taking to the Planning Board; plans still call for 15 lots. The entrance to the subdivision is the same as in the approved plans. A large tree at the entrance which may be in the roadway will be looked at by the tree warden. An abutter has requested a traffic light.
B. Signage Request/Crescent -Bridge intersection. It was agreed to take no action on this item.
C. Signage Request/Aberdeen -Arborway intersection. Mr. Elliott said he has observed the area and that he feels it is not necessary to make any changes to this intersection. Mr. Cafferty abstained on this item.
D. Sam’s Restaurant/146 Front Street/Vehicular and Pedestrian Access. Mr. Cafferty said that the TRRC doesn’t have jurisdiction over this private road.
E. Signage Request/Oceanside Drive-First Avenue intersection. Ms. Cook said she will check that the sign has been installed.
F. Four-way stop/Tilden Road/Beaver Dam Road. Mr. Bangert sent a memo rescinding his request for this intersection.
G. Stop sign/Cole Pkway/Front Street at Riva’s. This stop sign has been installed.
H. Update of Town Traffic Schedules

5. New Business
A. Parking Regulations on Kent Street. Mr. Thompson suggested tabling this item until the October meeting for discussion.
B. Signage Request/Driftway. It was agreed to make a site visit to the area and table this item until the October meeting. The request is from a citizen at Fairway Village who is concerned that her children have to walk along the Driftway to a school bus stop. Ms. Cook said that she responded to this citizen that the bus route had been reworked to pick up the child at his residence.
C. Correspondence: Ms. Cook read a copy of correspondence from Mr. Duggan to a citizen on Marshall Avenue asking that the citizen remove a Slow Children sign that was illegally placed on the roadway. Ms. Cook read a letter forwarded from the Selectmen from Rosemary Gibbons asking for speed limit signs on Front Street. Mr. Thompson said that these signs are in the process of being installed.
D. Other Business. A. Plans for Common Driveway, 253 Country Way were reviewed. Proposed length of driveway is 120 feet, two lots. It was agreed to conduct a site visit to check sight distance on Country Way. B. Crosswalk on Driftway. Mr. Cafferty said that this is completed. C. Ms. Cook brought up a concern about the stop line at Carrie Litchfield and that it is back quite far, it was agreed to pay a site visit to the area and discuss at the October meeting. D. Ms. Cook brought a request for Bus Stop Ahead sign near 189 Mann Lot Road. E. Next meeting: Tuesday October 12 6 PM Engineering Department.

6. Adjournment. The meeting was adjourned 7:50 PM.
